Interaction bwn ends, ways, means

the ends
- all countries have them either implicitly or explicitly:
- Implicit strategy interacts w/ its security environment.
ex) during the cold war: detergency or containment
since end of the Cold War, less consensus.
- Explicit strategy is the official publication, NSS, QDR, QDDR, and NMS
- Naturally, this is a source of tension and conflict since each country or organization having an end will obviously seek to attain it.
It provides the fundamental reasons why the nation exists.
- thus, to the maximum extent, it's not flexible, changeable, and remains limited.
- As in most of life, the levels of theory and practice in strategy
are not always aligned.
explicit strategies incorporate intentions
and implementation
for the most part, they tell the world
what govt intends to do, strategically.
whether it consistently acts on these principles
is another matt of a question of implicit strategy.

ways and means
- can strongly interact and evolve at the same rapid pace w/ either of them taking precedence over the other.
In effect, the ways will spur development of the 'means' necessary to its realization, but the availability of new techniques will permet the implementation of other 'ways'
history contains many examples of these two cases:
- in 1930, USMC's manual for Landing Operations that became the bible during WWII,
in that ways=amphibious doctrine, means=necessary equipment(such as landing craft)
- in Iraq, what the number of military forces is needed to achieve the ends?
the ways, course of actions, precipitous withdrawal, staying the course, more forces, and devolutio to three regions.

"paradoxical trinity" by Clausewitz:
govt, military, and people
- govt is responsible for defining the desired political environment
at the conclusion of conflict(=the ends)
- the military is primarily responsible for developing the strategy(= the ways)
- the people, as represented by Congress, provide the will and resources(=the means)

- is to achieve harmony among the ends, ways, and means. if any elements of the trinity is out of balance success is jeopardized.

- defend and advance national interests:
- the sucurity of the US, its citizens and US allies and partners
- a strong, innovative and growing US economy in an open international economic system that promotes opportunity and prosperity
- respect for universal values at home and around the world
- an international order advanced by US leadership that promotes peace, security, and opportuniy through stronger cooperation to meet global challenges.
- national interests

ways
- a Nation's plan for the coordinated use of all the instruments of state power
- non military as well as military - to pursue objectives
- IA process oriented and outputs(published documents)
- hierarchial sorts: NSS(the strategic touchstone), the other documents should be logically related to, NDS by DoD, NMS by CJCS in terms of priority and scope.
- Process assumption: NSCS reflect a common strat. template, given the scope of the problems they address,
the processes used to produce them, and the agencies involved in the production: DoD, DoS, and DHS.
- NSS is a Top Down process for a sound strategy that involves
NSC, Principals Committee(PC), Policy Coordination Committee(PCC), and Deputies Committee(DC)
- there is no rules telling the NSC exactly how this is to be done
- involves human natures and complex organizations w/ dif. cultures
dif. outlooks on what is good for the natinal interest and the best policy to pursue
all driven by the compulsion to defend and expand turf.
nature: depend on the preferences of the presidents and their national security advisors.
- another factor affecting is 'timing'
- a January deadline brings it into conflict w/ the State of the Union address,
a superior means of communicating a president's national security policy.
- the new president may be missed political energy and time for better products
the outgoing president less to prescribe new policy than to consolidate their gains and
establish a strategic record.

- Congress provide and allot national power elements and resources out of MEDIC.
